HOW DID THE COWS CROSS THE ROAD?

The Beartown Constable was patrolling the town's back roads on his bicycle.  As he was passing the fertile fields along River Road he saw young Ivan Tibbets and seven cows standing by a gate.  He stopped and spoke with the lad who appeared to be quite upset.
"Is something wrong?" asked the Constable.
"Well, yes there is.  I have to put these cows in the pasture on the other side of the road and they won't cooperate.  There are 3 black and white Holsteins and 4 brown Jerseys.  I can only hold on to 2 cow collars at a time and take two cows across the road.  If they aren't held by the collar they will run down the road. The larger Holsteins get mean to the smaller Jerseys if they outnumber them. I’ve been trying for an hour to get these cows across and every way I try, I leave more black and white cows than brown cows alone on one side of the road or the other!  Can you give me a hand?”
"I'm in quite a hurry but I can tell you how you can get all your cows across the road without any trouble." said the Constable.

WHAT DID THE CONSTABLE TELL IVAN TIBBETS?

SOLUTION: One Jersey was taken across the road.  Then a Jersey and a Holstein were taken across and Holstein brought back.  Next two Jerseys were taken across.  Then two Holsteins were taken across and two Jerseys brought back.   Then a Jersey and a Holstein were taken across.  And finally the remaining Jersey was taken across the road.
